Can a stutterer lead a prayer as the imam?

Imams should not have any excuses and need to have a precise/proper qiraat (Ibn Abidin, Radd al-Muhtar, II, 284, 294-295). A stutterer may be imam of others if he can recite the Qur’an correctly. However, if he cannot recite it correctly and properly, he cannot be imam of those who have proper qiraat although he may be imam of the people who are stutterers like him (Ibn Abidin, Radd al-Muhtar, II, 327, 328; see. Ibn Qudamah, al-Mughni, III, 29).
